ROBIN JARED LEWIS, Ph.D.
Dr. Lewis has been a key figure in the development and management of global public policy education for more than twenty years. From 1985 to 2007, he was Associate Dean for Academic Affairs at the Columbia University School of International and Public Affairs (SIPA), the largest American graduate professional program in the field. During his time at Columbia, he trained and mentored future global leaders in the government, private, and NGO sectors from more than a hundred countries around the world and assisted government agencies, universities, foundations, and international organizations in delivering in-service training to working professionals. He also was the Chairman of the Admissions Committee for the Master¡¯s of International Affairs (MIA) Program, in charge of evaluating and making final decisions for over 30,000 applicants during his time at SIPA.
From 2005 to 2007, Dr. Lewis also served as the first Executive Director of the Global Public Policy Network (GPPN), an innovative consortium of graduate public policy programs founded by SIPA, the London School of Economics and Political Science (LSE), l¡¯Institut d¡¯Etudes Politiques de Paris (Sciences Po), and the Lee Kuan Yew School of Public Policy at the National University of Singapore (NUS). He was instrumental in establishing a now-fully operational system of dual master¡¯s degrees between the four institutions.
Concurrent with his duties as Associate Dean, Dr. Lewis also directed the Mortimer Zuckerman International Fellows Program (1989-1995), a leadership program at SIPA that brought together young professionals from the U.S., the Soviet Union and its successor states, Japan, South Korea, Israel, and Italy.
He also was Director of the Master of International Affairs (MIA) Program from 1991 to 1996, heading SIPA¡¯s principal master¡¯s degree program, which was founded in 1946.
Dr. Lewis is the author of one book, E.M. Forster¡¯s Passages to India (New York: Columbia University Press/Delhi: Oxford University Press, 1977), and numerous articles. He was Executive Editor of the four-volume Encyclopedia of Asian History, which was a project of the Asia Society and was published by Macmillan in 1987. He holds a B.A. from Sarah Lawrence College and M.A. and Ph.D. degrees from Columbia. He is now President of Worldview Global Consulting, LLC, a Beijing-based public policy and international education firm.
He is currently based in Beijing and is on the Board of Directors of Global Medic Force and of California-China Heart Watch.

SOUTHEAST ASIA DEVELOPMENT FELLOWS PROGRAM New York and
2000-2005 Southeast Asia
Funded by the Open Society Institute and jointly run by SIPA and the School for International Training (SIT), this program brought together sixty mid-career development professionals from Vietnam, Laos, Cambodia, Thailand, Burma, and China¡¯s Yunnan Province for intensive short-term management and leadership training. Served as Co-Director, designing and delivering the curriculum, interviewing and selecting candidates, and working with sponsoring agencies in the region, including UNDP, the Nature Conservancy, Save the Children, World Vision, and WHO, as well as a number of local NGOs.
INSTITUTE OF INTERNATIONAL RELATIONS (IIR) Hanoi, Vietnam

Served as primary consultant for the design, planning, and creation of a new master¡¯s degree program at the IIR, which is the primary educational institution of Vietnam¡¯s Ministry of Foreign Affairs. Supervised the training of new faculty, including admissions and placement into U.S. master¡¯s and doctoral programs (Columbia, Syracuse, U. Washington, Johns Hopkins, Tufts) and acted as liaison with the funder (Ford Foundation) and the administering agency (Center for Educational Exchange with Vietnam).

Served as Member of the Admissions Committee for the Public Administration and International Affairs Programs, which brought promising young professionals to U.S. graduate degree programs. Interviewed, selected, and placed candidates from all fifteen former republics of the Soviet Union and worked in eleven (Russia, Ukraine, Belarus, Estonia, Latvia, Lithuania, Georgia, Armenia, Azerbaijan, Kazakstan, and Uzbekistan) over my ten years with the program, which was funded by the U.S. Department of State and administered by the American Councils of International Education.
SHORT-TERM CONSULTANCIES

Key areas of focus were human resource policies and in-service training programs, curricular design and implementation, global policy networks, and central issues in public policy education.
